A frozen account cannot pay without collapse.
Frozen Account Boundary
A frozen account names unavailable movement. It does not authorize rescue, override, urgency, or adult substitution.
Frozen is not refusal. Frozen is not laziness. Frozen is not permission to seize the move and call seizure support.
Restore Access First
Lower entry cost, return choice, remove extraction, and make movement payable before asking the account to move.
No Rescue Cosplay
Carrying the Agent across the line proves the Operator can carry. It does not prove the Agent can move.
Refusal Still Counts
Restoration must preserve refusal. If “support” makes refusal impossible, the account is being charged again.
Solvency Before Settlement
No settlement can close while movement still requires collapse, hidden subsidy, or Operator-held payment.

A frozen account is not restored by rescue. It is restored when movement becomes payable again.
Finding
A frozen account is an Agent or field segment unable to move, refuse, recover, or pay without collapse.
The account is not empty.
It is unavailable.
Demanding movement from it does not create movement.
It creates debt.
Frozen is not refusal.

Regulation can freeze.
Entry can freeze.
Recovery can freeze.
When access freezes, “just move” becomes a counterfeit instruction.
Movement is not valid if the account pays by collapsing.
Rescue Error
Rescue pays from the Operator account and calls the Agent restored.
That is not restoration.
That is transfer.
Transfer without accounting becomes debt.
Restoration is not rescue. Rescue creates debt.
Rescue can look kind while bankrupting the ledger.

Restore access before demanding payment.
Lower entry cost.
Return real choice.
Remove extraction.
Correct the payer.
Test movement without hidden subsidy.
Then read again.
Access first. Payment second. Settlement only after movement becomes payable.
Solvency Test
- Can the Agent refuse without punishment disguised as consequence?
- Can movement begin without the Operator paying forever?
- Does capacity remain after the move lands?
- Does the field hold after support is reduced?
- Can the account return to 沉 without residue?
If no, the account remains frozen.
No settlement.
No compound.
Correction
Do not ask the frozen account to prove worth by paying from collapse.
Shift cost to the correct payer.
Repair access.
Reduce extraction.
Restore payable movement.
Then test whether the account can carry.
Compression
Frozen means unavailable, not unwilling.
Rescue is not restoration.
An account is restored when movement becomes payable without collapse.
